We report a statistical anomaly in the bond dissociation enthalpies (BDEs) of the fundamental homonuclear bonds of Carbon and Nitrogen. While standard models treat bond energies as continuous variables, the C-C, C≡C, N=N, and N≡N bonds align with simple integer or ternary fractions of a Rydberg-derived unit (EG ≈ 208.9 kJ/mol) with high precision (p < 0.001). Notably, the Carbon-Carbon single bond aligns with a 5:3 harmonic ratio. Translating this energy quantum (348 kJ/mol) into the frequency domain corresponds to a frequency of 8.72 × 1014 Hz (344 nm). Based on this model, we propose that C-C bond formation could be selectively catalyzed by narrow-band excitation at 344 nm, suggesting a testable pathway for "Resonant Photocatalysis" distinct from broad-spectrum UV activation.
