The Fermi Paradox highlights a fundamental contradiction in modern astronomy: given the billions of star systems in our galaxy and the billions of years available for stellar evolution, why have we found zero evidence of extraterrestrial civilizations? (Bostrom, 2008). Traditional solutions assume physical absence—suggesting civilizations self-destruct, space travel is unfeasible, or intelligence is exceedingly rare. This paper presents an alternative, information-theoretic resolution: the Phase-Shifted Singular Multiverse. We propose that Earth-based life appears alone not because intelligence is physically sparse across spatial distance, but because intelligent civilizations actively collapse orthogonal "reality matrices" out of a shared, high-entropy quantum probability background (P_chop).
